The GOP have voted to overturn an Obama rule that prevents states from withholding Title X grants from PP & other care providers who also provide abortions. Federal funds can't be used for abortions per existing federal law - grant dollars go to preventive care and screenings etc. It prevents PP from receiving state reimbursements for qualifying activities (this is how the GOP "defunds" PP, btw - by refusing reimbursements to them - there's no actual budget line item, federal or state, for PP).
So well done GOP. 2 of your female members voted against this (your 2 longest serving females), leaving you without enough votes to pass it, but Pence gleefully swoops in to sign away many low income people's access to preventative healthcare. This will probably increase the number of abortions, hurt the poor (both medically and economically) and just seems to be a way to spite PP for providing abortions.
Maybe if the GOP actually talked to women they would realize how it might help them to understand the harm their causing. Of course, Pence has never needed a pap smear himself so he's all too happy to cut access to them.

Vice President Pence on Thursday cast a tie-breaking procedural vote that allowed the Senate to move forward with an effort to nix an Obama-era rule that blocked states from defunding healthcare providers for political reasons.
Pence appeared on the floor after a procedural vote stalled in a 50-50 tie, casting the 51st vote in favor.
Republican Sens. Lisa Murkowski (Alaska) and Susan Collins (Maine) joined all Democrats in voting against ending debate on the bill.

The Title X family planning program was enacted by President Nixon in 1970 to fund a range of preventive health care services free of charge to patients at or below the poverty level. For low- to moderate-income patients, there is a sliding fee scale for access to Title X services, which include breast and pelvic exams, Pap smears and other cancer screenings, HIV testing, pregnancy testing and counseling, and affordable birth control.
