Armed police are not members of a country's military. Police units are not sent to other countries to conduct war for the United States. US Police units do not operate under Title 32 or Title 10 United States Code. Therefor under international law police are Civilians.

Which is FUNNY AS HELL because I could have swore that violent crimes were on a RISE - we're a horridly violent country, from what I've heard. We're the **** generations, now - everyone's enraged, pissed, and attacking people . . . with all the violent loving psychos around you'd think there's be just as many waiting for their moment to legally destroy someone.
