I was taught that the US isn't a nation in the sense that England or France is a nation, that the US is a group of united states under the umbrella of a Congress elected to govern them, and that the President is elected by the states to execute the decisions of the Congress.
All this crap about shutting down the government and declaring a national emergency is just using loopholes put in place long after the framers designed the US government as a way to get around the limits of Presidential power intended by the founders.

So they (Congress) do have the (ultimate) Constitutional authority to set the budget. Not the President. There's a reason why Congress is Article 1.
