I don't see any disrespect in that whatsoever. If anything I see exactly the opposite.
Offended? No. Consider it seriously inappropriate? Yes. Worth making a big deal over? Not really.

Clearly, it violates US Flag Code, but does it bother you that it does?

The flag code is a blatantly unconstitutional law which is why no one has ever been prosecuted by it.
I would say that using an actual us flag and not like a us flag blanket is a bit disrespectful but it certainly their right to do it.
