The House of Representatives passed a clean continuing resolution on 19 September 2025 that maintained current spending at the FY25 BIDEN budget level. That bill requires cloture in the United States Senate and that requires 60 votes. The Republicans have 53 seats in the Senate. The Democrats are filibustering to prevent cloture on the clean CR. This shutdown is 100% on Chuck Schumer.

Chuck wants to add funding provisions into the seven week CR which is not the purpose of a CR. A CR just keeps finding at current levels.

Gov't main job is to protect it's citizens from internal threats aka criminals, and from external threats.
Most other things are non-essential.

They don’t need 60 votes. They need 51 votes twice. The Republicans can do that without a single Dem vote. But the Republicans chose to shut the government down instead.
