Leaving is often a part of the process, but it can and has been done. I know several people who have done so, and it didn't take 'decades'. They normally wouldn't be autmotically disallowed unless they committed a crime or were previously deported. Again, not easy, but it's an option.

Democrats have blocked it. Period. Usually by trying to force a 'comprehensive reform' or as a part of another bill with obvious poison pills. We could have started with points of agreement long ago.
