There are a variety of reasons. Some can't. But for many it's because it takes money and effort, and they don't have a lot of incentive to do so. That's the problem with a lack of enforcement, Much of the time people can get away without being here legally, so they do. It's normally only an issue if they encounter law enforcement for some type of issue they can't ignore. (I know people who have gotten in trouble for public intoxication and being involved in a car accident.So why do people decline to do that?

Yes, the system is largely broken. (Thanks Democrats!) It also hasn't been enforced well, so people have taken the path of less resistance - choosing not to follow the legal process. The legal path is there and available, and I know many people who have used it.And why do you think they come illegally?
