Illinois handgun owners would be required to register their weapons with the state — and pay a $65-per-gun registration fee — under a mayoral plan proposed Thursday to arm police with the information they need to solve crimes and reduce illegal firearm transfers.

It comes at a time when the National Rifle Association and its allies among Downstate lawmakers are making a major push for concealed carry legislation. Illinois is the only state in the nation that does not allow its residents to carry concealed weapons.

“You already buy a title for a car. You already buy a title for a motorcycle. You buy a title for a boat. I’m not asking you to do anything you don’t do already.”

It will be co-sponsored in the state House by State Rep. Rosemary Mulligan (R-Park Ridge), the mayor said, in hopes that will set the stage for bi-partisan support.

His proposal would require all handgun owners to obtain a certificate of registration from the State Police for every handgun they own — at a cost of $65-per-weapon — and to renew that registration every five years.
They would be required to provide: their name, address and telephone number; the manufacturer of the gun, its model type and serial number; and the date and source of the purchase.
Whenever a handgun is sold, the seller would be required to report the sale to the State Police “no less than 48 hours prior to delivery.” Handgun buyers would have 20 days to file for a new certificate of registration. Anyone caught carrying or possessing an unregistered handgun would face a Class 2 felony.

A portion of the $65 fee would be used to implement the statewide registry. The rest would be used to improve two public safety data basis: LEADS and the National Instant Criminal Background Check Systems (NICS).....snip~

Bi-partisan support my azz.....she is nothing more than a Social Conservative Democrat. That also comes from a small suburb. Best hope this gets shot down. Because if Illinois passes it.....just think what it means going forward. This guy is a clever little ferret. Thinks he is slick. Moreover is feels he can strongarm Republicans due to that Democratic Machine. 65 dollars per piece.

Hopefully the rest of the State will speak out and say. Hey, you want to do that for your citizens in your City. Be my guest. But you are not speaking for the rest of us. Note your title says Mayor. Not Govennor!!!!!

A state famous for ****ting on 2nd amendment rights. I can't that I am surprised. I am surprised they haven't suggesting implanting gun owners with a microchip yet.
 
What Can I say-the Mayor is an asshole and he should be stripped of any armed police protection and he should post a sign on his door at his home and office saying its a gun free zone

When I bought my rifle I had to apply - had to wait through a background check - this all goes into a database, doesn't it? I already thought that keeping tabs on such info was necessary.

Ah.....I see what you mean. Yes they would have a database of those that have purchased weapons, already. Illinois like California and NY have been led by Democratic governments for over the last 85 years. Thats the top 3 major Cities in the Country with the top 3 economies with their states. With California at one time being the 5th largest Economy in the World. It is now 8th thanks to those on the Left.

They have already proven that their Keynesian Economics does not work. The Democrats have milked, duped, and conned all in these states that they stand for them. Yet like with Illinois and Chicago. They havent balanced budgets in years. Consistently took money away from City Pension Workers funds. Stole money form all those Lotteries that were suppose to be for Education.

So their response is to tax anything and everything. Already Cook County has a 10% Sales Tax over the Rest of the State. As you can see how the left seeks to divide thru class warfare. The highest Corporate tax in the nation now with this new temp tax they imposed. Moreover they already have one of the Highest Costs of living in the Country. So again their answer is to make money anyway they can so that they can appear to at least be organized economically. While they can keep their hands in the til.

Every one talks about how Emauel was in Washington. He talks tough. He is hard on those with the right. But if you listen to the putz closely you can see his vision is that of Socialism. (Although, he sure don't talk tough to those of us around here. Doesnt' disrespect those like he did around Washington and other parts of the Country.....knows better!!!!!)

No. The NICS (federal) check is designed to make sure that you, the purchaser, are not prohibited from purchasing a firearm. No information at the federal level is supposed to be retained. However, the gun dealer will retain a record of your purchase at the local level. Other than the dealer record, there is no 'tab' kept.

The background check system does not keep records of your firearms purchases.
The dealer who sold you the gun keeps a bound book of purchases for 20 years.

If they go out of business in 20 years, those records go to the ATF.
I think, after the 20 year period those records are destroyed.

I vote for "forcefully drowned in a puddle". Why a puddle you ask? Simple, there is nothing less dignified than being drowned in less than 5 inches of water.
