It's the ability to form political coalitions to cut deals. Certainly, the ability of an individual to achieve outcomes does vary depending on the character of the president, but it also depends highly on the social and political landscape of the time. One of the reasons we regard Abraham Lincoln as among the greatest presidents ever - if not *the* greatest - is that he had the ability to build those kinds of coalitions, but even in Lincoln's case, he had a much easier time as president due to the fact that the most extreme factions he would have had to deal with simply decided to leave the Union altogether, leaving him a much more aligned Congress to work with.

That was something Obama had no stomach for.

Obama did what he could with what he had to work with. His passage of the Affordable Care Act ranks among one of the biggest political victories in American history. Had he insisted on getting his ideal version through Congress, we would have had the old system. Not that ACA is ideal by any means - we still need a major overhaul. One of the few really good, practical ideas that Bernie Sanders has in my view is Medicare for All. And I think that that will be the next major reform of healthcare, but there has to be massive political support for it, and there just wasn't. There still isn't. I hope that changes, but until then, I'd rather have a president get some of what we want than none of it.
