Not sure. Pakistan is sort of the North Korea of the Islamic world, lots of loud yapping without much bite, but they regularly fund or directly execute terrorist attacks that wind up killing tens to hundreds of civilians within the borders of their southern neighbor. India almost always retaliates with some minor action, often economic rather than military in nature. I suspect the people of India are tiring of this. I worry there will come a time where Pakistan pokes one last time, and India decides to fix the problem more comprehensively.

Their priority has been training the local extremists to carry out terror raids.

No, they knowingly and deliberately took advantage of the incoming typhoon to hurt East Pakistan, deliberately withholding meteorological information and creating news blackouts in the run-up to it so the people wouldn't know about the incoming storm surge, then withholding any aid in the aftermath, with their leadership caught admitting that genocide to "thin out" opposition voters was a good way to take advantage of what I believe became the deadliest storm in human history. It was a truly horrific act of violence and genocide, one of the worst of the last century, and they deserve everything that happened as a result, including the loss of a good portion of their nation.

No, you specifically stated that you remember Pakistan having typhoon/hurricane control technologies in the 1970s. You literally wrote it.
