There are few principles of citizenship older or more established in tradition than the notion that honorably completing military service for a country should give you citizenship. This isn't a Heinlein thing - it dates back to "SPQR" and no doubt further. While he may not have claimed that citizenship right away, he ought to have retained the ability to do so.

He didn’t “break a bunch of other laws” according to the article. He failed to show up in court and he was in possession of narcotics for his own use.

Lots of addicts have that record. Not all of them served their country., though I’m sure some have. Got two bullet holes in them in that service. Get their life straight with 14 years sobriety and do the right things since then.

We can’t be sure how much that service, those injuries, contributed to that drug addiction as well. Could be that drug history is an additional wound caused by his service.
