The Dodgers were just ignorant about who they were because nobody gets the fact that there are multiple agencies involved in immigration matters. Hell, even most news stories **** up CBP by calling it Customs and Border Patrol.

Meanwhile we know ICE does Gestapo shit on a daily basis to meet Stephen Miller's insane 3000/day goal, they are invariably going into public places to kidnap people.

There are dozens (hundreds?) of bonded warehouse facilities scattered around the Los Angeles area.

Sounds like they were there, then decided to leave but one of their vehicles broke down so some had to stay longer. I don't see the problem.
