People made the same claim about Hank Johnson's query regarding the rotational stability of the island of Guam. He sure didn't sound like he was being sarcastic. And neither did Gohmert.
It's possible he was, and I was listening for an indication this was the case. I didn't hear it.
That wasn't obvious to me. Perhaps I would have to be much more familiar with his extemporaneous speech to come to your conclusion. His questions seemed sincere.

This is a plainly partisan exercise to interpret an opponent in the worst possible light. People in the press ask snarky questions like this all the time and everyone knows what it means.
No reasonable person would conclude that Gohmert really thinks there are government agencies that can control the orbit of the moon, or the earth.
