As the article says its more of a symbolic move and will have little repercussions for either country, it's the smart play by the German gov. With the elections coming fast I think this move is more to appease the voters while at the same time does little to damage their intelligence relationship with the US/UK. Will this be enough to satisfy the anger of the German public?

I would guess...the US, for tapping some 500,000,000 phone calls in Germany.
500 million calls, from various sources within Getmany, mostly political leaders and embacy workers.So the cancellation of the cold war agreement has nothing to do with the election? I don't see how that timing works out. My money would be on the current government being seen as doing something to appease the voters.
