What Pelosi said irrefutably endorses passing a bill into law without knowing its content. That's exactly what regular order is designed to prevent.

Thank you for showing this because once you get into context, you realize how much of a moron Trump is.

1996: 5th year of economic expansion, low inflation and 2.5% in GDP for America. in China, there was growth, but no worthwhile foreign investment, had a debt emergency on their credit and other Asian economies were outpacing China. When Pelosi was calling for tariffs, there was a strategy to it, we were dealing from a position of strength by having a stable, growing economy

Saying the Chinese economy had no worthwhile foreign investment is dishonest. Investments were in the billions, but the country's GDP was a fraction of its current size, and there was only so much return possible.

Today: we very slowly coming out of an economic hole, still in a trade war with China, we are not in a position of strength, we have a president who has started a tariff/trade war with the world that has massively damaged our economy and there does not seem to be a strategy, the stock market is in shambles, our government is being gutted...and we trying to take on the world with a leader who does not know what he is doing save to placate his own ego.

This is not a smoking gun. There is no hypocrisy in what Pelosi did. You do not have a "gotcha moment" here.

The motivation for Nancy Pelosi's tariff proposal was the same as Trump's, American industry. At the time it was textiles. Then it became consumer electronics. Now it's machinery.

An old video of Rep. Nancy Pelosi, D-Calif., urging Congress to retaliate against China’s tariffs against the United States is going viral for how much it sounds like President Donald Trump’s current tariff policies.

The video, recorded on the House floor in June 1996, featured the lawmaker urging her colleagues to fight against the "status quo" trade policies that had contributed to America’s trade deficit with China. She specifically called on lawmakers to address the fact that American tariffs on Chinese goods paled in comparison to Chinese tariffs on U.S. goods.

"In terms of tariffs, it’s interesting to note that the average U.S. MFN [Most Favored Nation] tariff on Chinese goods coming into the United States is two percent, whereas the average MFN tariff on U.S. goods going into China is 35 percent."

The congresswoman asked, "Is that reciprocal?" She also went on to call the U.S.-China trade relationship a "job loser."..................

Yes, tariffs have been discussed in the past, and used as well. One could support an intelligent tariff policy without needing to endorse Trump's reckless use of tariffs in his Global Trade War.
