Lots of cops get killed every year, yet you chose to work behind a desk and not on the streets. Was police work too dangerous/arduous for you ?

I'd say 18 before you can drive solo. And even then, not on highways

Student drivers could be allowed at 17 (with a qualified adult), again not on highways
I would propose that recently qualified drivers (at least 18 years old) should be regarded a "probationary drivers" for at least 18 months, maybe 2 years before full receiving full driving priviledges.

Public transport like buses, trains, UBER. Or friends/relatives, bicycles, walk...or stay on at school.

No busses run in Greer, SC. Walking or cycling 10+ miles, I hope, is your idea of a stupid joke. And Uber costs WAY more than car ownership.
