I would allow those who leave by their own free will to identify themselves as they leave, giving them a document which after a week or more could be shown to expedite legal entry. Those who need be apprehended by ICE should be documented, deported and not allowed legal entry for a minimum of 1 year or more.
In both instances reentry would be allowed as non-immigrants for a period of 10 years or more, which would require periodic reporting to an immigration office to extend their legal stay every 90 days.
