General order #25 issued March 6, 1863 required the Confederate Army to return any blacks captured back to their owners. As to the label of 'free', it all depended on who was telling the story. Dred Scott thought he was free, but he wasn't. Just because blacks made it North, didn't make them free.

Pennsylvania had banned slavery for decades by the time of the war. Slaver demands that slavery be imposed on the state no longer mattered by 1863.

He sure did. By the bayonet. But, he also was willing to enslave blacks forever if the South would not secede. Lincoln cared not one iota for blacks. He cared about the union. So, tear that Lincoln Memorial down.
