No it isn't. Border security has nothing to do with attacking Mexicans. You know, there is the whole illegal aspect here and, generally speaking, the government is supposed to take measures to stop systemic breaches of the law.

You cut off half of the quote. Trump's quote. Where he said that the Judge was inherently biased because he was Mexican and that Trump is building a wall with Mexico.

Claiming that a Judge is unable to judge a case fairly because of his Mexican heritage IS a categorical attack against people of Mexican heritage because it explicitly assumes that they all hold the same beliefs and biases.
