Or, he could have been who he was in Mayberry and earn the trust of the community.

Nobody buried law enforcement officers in Mayberry either. You need the wisdom and good nature of Andy Taylor, combined with someone who can kick ass when he needs to like Judge Dread.

Officers to protect and defend the Constitution, above laws. Any law that violates the Constitution is null and void.
