No, the government cannot retroactively make a private business financially responsible for something like this.I wonder if this isn't a problem that can be solved by passing another law. Seems like a minor oversight to me.

No, they can't. FL law is very specific on how taxes are applied. The county can't impose any taxes other than property tax and that must be consistent with all businesses. A tax cannot be imposed on a single company. Besides which the counties don't want to assume the responsibilities now covered by Disney. Maintenace, garbage collection, water, security roads, fire! it's huge! Interestingly the tax collector from Orange county was on TV saying this came right out of the blue and Orange was never consulted. DeSantis really blew this one stiffing Orange County and Osceola county and their taxpayers will not play well.Trying to stiff the government never seems to end well.
It is not a minor oversight at all! Forget the legal aspects. As I said Orange county was not even consulted about this. They want no part of taking over all the services Disney now provides for itself. It's a huge undertaking to assume responsibility for garbage, water, sewage, road maintenance, security, police, firefighters, transportation etc for a huge complex serving on average a 1/4 Million tourists daily......it would cause them to grow County staff exponentially....never mind the headaches.I wonder if this isn't a problem that can be solved by passing another law. Clearly, you don't know much about FL tax laws. The State is an anti-tax State and it is illegal to impose special taxes on any entity by all levels of government. The tax collector for Orange was on and he explained that raising any taxes on any business in FL is darn near impossible.....it's a feature of a GOP Government!!!!Why do you just make stuff up? Short version.......no.
The agreement that is currently in place is that Disney pays itself $105 Million a year in taxes and in return provides all its own services at no cost to the County. In addition, they pay the county all appropriate property and school taxes. If this goes through Disney will not pay for its own services and the County will have to assume them because Disney does pay, and will continue to pay, all appropriate property taxes which is normally how services are funded. The current agreement is a win-win for all. Disney doesn't have to get county permission to develop or maintainthe park lands as they see fit ( which is of a very high standard) and the County gets all the normal property tax revenues with none of the responsibility to deliver any services.

ETA The important FACTO is that the County wants no part of taking responsibility for providing these services.....the cost is but one element.
