Depends on how you define working. Do you mean it stops 100% to be labeled as working or if it stops just one person is it working? How do you define working?

No the AWB was not a ban on guns - merely a ban on the sale of a limited number of guns.

Because as explained to you countless times, I would like to see all guns banned

And allow the national executive to exempt certain guns (by citing their make/model#).

So it would also only ban limited guns. Which was your criticism of the AWB being called a ban.
