If a black guy says "whites are all bad", there is no sociological implications (in the US, of course, is our context). The words have no significance institutionally or otherwise. It's someone pissing in the wind.
If a white guy says "black are all bad", there are sociological implications. His words are backed by years of oppression and privilege imposed by whites. It carries MUCH MORE weight than the same statement by a minority.
