This is how I understand things: if someone hires me, depending on the jurisdiction, they are required to adhere to certain rules, among those rules the paying of a minimum wage. The city of Chicago has been run EXCLUSIVELY by democrats since the 1930s. NINE DECADES of rat party rule. And while Chicago gets a lot of headlines, the majority of the violence and devastation in the Chicago area exists in the same 2 communities it always has. South and west Chicago. Minorities live throughout the greater Chicago area and thrive. So why is it that the 2 communities that can never manage growth or change while change occurs all around. That means either majority minority communities are incapable of better...which I do not believe...or the politicians that are responsible for running those communities LIKE them right where they are.

There's more evidence to support that. The Chicago public school district is a ****ing disaster. And yet...even in the poorest areas they have charter schools where students are actually able to get educations and in many cases, scholarships and escape Chiraq.

I think this is pretty simple. Snitches get stitches. Essentially criminal behavior manifests into an organization, the intimidate the police the intimidate City officials and worst of all the intimidate the people within the community. To the point where the only time the police come in it's with riot shields and rifles.
