It was an elderly native woman with a walker -- I don't know how you got the idea she was a trucker. Police don't use horses against trucks, since that wouldn't work out well for the horses.
Police use horses against people who are on foot. If you watch the video, all the protesters are standing together in a crowd, and none of them is in a vehicle.

Sounds like an accident then. Elderly woman stepped in front of a large animal that can and does often trample on humans. Very sad. I hope she’s ok.
