The linked LA Times article details SP’s drastic cuts to its security force personnel — six persons for the area from Los Angeles to Yuma — and the requests that Los Angeles law enforcement had made to SP to help secure the area. Also, BNSF has not experienced an increase of thefts similar to SP.

Maybe SP should examine how BNSF secures its yards, and the number of security personnel used. Maybe the slashes in SP’s security has a lot to do with the increase. Crazy idea, no?

In this case, since they are only being robbed in Los Angeles, the jurisdiction falls to Los Angeles. The railroads are a business, and the fact that they have to hire their own private security speaks volumes to the failure of the progressives and their pro-crime agenda in Los Angeles.

Anyone can make arrests, that doesn't grant them police powers. The police is part of government and have special powers because of that. The railroad COPs are not part of government and therefore cannot have police powers. That is something only government has. You cannot be charged, for example, with resisting arrest if you resist against being arrested by a railroad COP. Railroad COPs also do not have qualified immunity. Which means they can be personally sued if they wrongfully arrest someone.

I'm very well aware of the private security industry. They also do not have police powers, and no amount of certification can grant police powers. Police powers can only come from government. Government has an exclusive monopoly on all police powers.

The government grants investigative powers to certain private citizens, individuals. Never heard of a private investigator? They do not generally have the arresting powers of law enforcement though and no "jurisdiction".

Government can grant out police powers to private businesses. There have been shown two such instances in this thread.
