How come you take half of the article at face value and reject the other half?

Not having health insurance doesn't mean you are opting out of paying for your health care. If one judges the cost/benefit of health insurance and finds it a bad deal, then opting out is the rational choice. Under current pricing, it would be the best choice for many people, which is why it was made illegal.
