Putin's effort was a failure. He's in face-saving mode now- negotiating to pull out with an assurance of Ukrainian neutrality which he could have had a month ago. He'll try to redeem himself at home by declaring "Mission accomplished!" and say he successfully rooted out the fascist element from the Ukrainian government but he might never regain the respect of the powerful people he relies on, for all his display of personal power.

We have to be able to act independently, to send the weapons needed, not only what Putin is willing to accept...At every moment we match his actions. At no moment should we be the cause of his actions. We proceed with intelligence and caution but we proceed "as needed".
