Just spitballing here but how about not taking glass bottles onto the beach?

Do the same design but out of plastic.

Like someone is actually going to stick their ice cold beer into hot beach sand.

I think @SkyChief is onto something, but also I've never had any trouble sticking regular bottles or fans into sand.
 
How about just don't leave crap you brought with you.
I don't care if it's glass, metal or plastic, I'm saying that if you brought it with you, failure to take it with you and dispose of it properly is a serious enough crime to require more than just a mere ticket, because apparently just issuing a little ticky-wicky is not enough to bring this to a halt.

If you insist on being allowed to drink beer or anything else on the beach, fine and dandy, but if you don't take your trash with you, it's obvious that as stewards of the community, we need to make this hurt a lot, so that people get the message: Take your trash with you and/or dispose of it properly.

Hmmm yes what our beaches and oceans need is definitely more plastic
