You're correct that no mere words can excuse or erase Putins' crimes and attrocities. You would also be correct by the same logic if you clarified that nothing the US or the West ever does gives Putin permission to start wars. That doesn't change Putins illegal and immoral war or his invasion of a sovereign nation. America is to blame for its crimes and Putin is still guilty of his own crimes. The US deserves to be condemned and Putin is still to be condemned as a war criminal.
