No mention of Kellogg in that link. But if Trump called someone to order up the National Guard after the Capitol had been stormed, you'd think that such a call would be in the White House call logs. Curiously, there's a 7 hour gap in the WH call logs. An investigation into the incident discovered:

The plan was when Trump invoked the Insurrection act and deputizes the Oath Keepers and Proud Boys, the speed boats they had standing by would then be deployed to quickly deliver weapons and ammunition across the river to DC.
