In any case, Congress doesn't have to fund the wall. They just have to sign off on the policy to make Mexico pay for it and the consequences if they refuse.

And why wouldn't the wall be effective? Don't you think Americans are capable of building an effective wall? If so, don't worry...Trump is very experienced at building things. He'll do okay.

If they go against their own self interest, then the money we don't give them anymore will pay for the wall.

Nope. I guesstimated that on the fly, while writing. Seemed reasonable though, based on what we're talking about - going to be at least a billion, I would think, if you take into account building costs, maintenance costs, paying all the people guarding it, etc.
