Putin became the President of Russia in 1999. He did so after a long career as a KGB operative.
Here's just a portion of his history since taking control.
1999: He ordered a ground offensive in the second invasion of Chechnya. This occurred after the first war 1994-1996 and the Second Chechen War lasted 2000-2009.
2006: Putin linked to assassination of critic Litvinenko.
2008: Putin ordered forces to invade Georgia.
2014: Putin ordered the takeover of Crimea, a portion of Ukraine. Russians also occupied portions of Donetsk and Luhansk.
2015: Putin ordered military intervention in Syria to help Assad maintain control.
2016: Putin linked to the interference in elections in both the U.S. and France.
2018: Putin linked to the assassination of a former Russian spy, caused by radioactive poisoning.
2019: Putin is linked to assassination of former Chechen militant in Berlin.
2020: Putin is linked to poisoning and attempted murder of opposition leader and former Russian Presidential candidate Alexei Navalny. Navalny is currently in prison in Russia.
2022: Putin odrered the invasion of Ukraine.
Doesn't sound like a sudden period of instability, more like a murderous and calculating dictator who has long used extreme tactics. The West has long underestimated and neglected dealing strongly with Putin.
