Since George Washington was the 1st president and he must have bowed to someone at some time in his life, my guess is that it was him.
The whole bowing nonsense is just certain individuals on the right wing getting their panties in a twist, honestly you never see respectable conservatives getting upset about it.

I strongly disliked Bush the Elder "bowing" to the Premier of China since it seemed to close to kowtowing.
That was probably the most appropriate thing he ever did.How about Bush vomiting on the PM of Japan ?
