I don't think it is possible for one man to shoulder all the responsibility for a country's changes. It is about communities and networks of people taking action in a chain of events. The public is also involved in that - not just government. Even in the absence of a government, the country would be constantly changing.
I'd rather like to think of the Bush or Obama periods as non-Bush and non-Obama periods. In other words, they were just periods of time, where there were different influences, different intentions, and different approaches to addressing our whole way of life. Our Presidents were part of that for sure, but so were we, and I don't think any of us could really pinpoint a single human as the reason for what happened. That is far too egotistical and narcissistic for my taste.

A small differance there, well not too small.
Bush was a Republican he had the support of Republicans.
The White House administration, Senate and House were controled by Republicans for 6 years.
In 2000 he had the majority of the world as well as many Democrats,{ myself included} support after 9/11.
What was his support when he left office?
I'm sure ... Hilary Clinton would be better then both of them

I understand your line of reasoning, I just don't feel the same way. We could nit pick and find anything wrong with either, or find things that are right. The President has special legal powers for sure, but he is also just the face of a greater network of people. There were a million things good and bad that happened during the Bush admin, and I'm not just saying that to be an apologist. It's true.
One man is not truly in control.
