Q: What does the end of the Public Health Emergency on May 11 mean?

A:
Earlier this year, President Biden announced that the nationally declared Public Health Emergency would expire on May 11, 2023. Under U.S. law, the President can declare a national emergency in response to a disaster or crisis. While the emergency declaration is in effect, the executive branch can exercise “emergency powers” to address the crisis, such as providing various types of relief to individuals, and to state and local governments. When the nationally declared emergency ends, those powers are lifted, and policies that the President enacted using emergency powers expire. Governor Ned Lamont’s declaration of a Public Health Emergency under Connecticut law provided that it would end at the same time as the nationally declared Public Health Emergency.

COVID-19 indicators have started to show a small uptick nationally for the first time since January, according to the Centers for Disease Control and Prevention.

The agency reported this week that coronavirus emergency department visits, test positivity rates and wastewater levels “have begun to show small increases nationally.”
Additionally, COVID-19 hospitalizations have leveled out and are no longer declining.
The increases are small, and it’s unclear if the trend will last. But it’s a notable reversal after months of declining COVID-19 metrics.

And the U.S. isn’t alone. The World Health Organization last week reported that several countries are seeing an increase in COVID-19 cases.

White House health officials are cautioning against a rush to panic over the XBB.1.5 omicron subvariant, which has rapidly grown to account for 40 percent of U.S. COVID-19 cases, with officials stating it is not yet known if this version is more dangerous.

As of last week, the XBB.1.5 omicron subvariant is responsible for at least 40 percent of COVID-19 cases in the U.S. As a recombinant virus, the subvariant carries genetic data from two previous strains that descended from the BA.2 subvariant. Roughly 75 percent of cases in the Northeast are now attributed to this strain.

White House COVID-19 response coordinator Ashish Jha posted a lengthy Twitter thread on Wednesday addressing concerns over the sudden rise of XBB.1.5.

He acknowledged that the subvariant going from 4 percent of cases to 40 percent in a matter of weeks was a “stunning increase.”

Jha said XBB.1.5 is likely more immune-evasive than other omicron subvariants and could likely be more contagious as well but said it is not yet known if it is more dangerous than previous mutations.

“If you had an infection before July or your last vaccine was before the bivalent update in September, your protection against an XBB.1.5 infection is probably not that great,” Jha said.

Thanks for the tip. I think it's clearing up, actually, but still a dry cough and low-grade fever. Will keep Paxlovid in mind for future reference.
