If someone reports a theft, and you get stopped because you match the description (appearance), are in the area of the incident (location), and look like you are trying to avoid the police (actions), of course they can question you.

Agreed. Unfortunately, there are enough wanted criminals out there that racist law enforcement officers can usually get away with the latter by citing the former. There doesn't seem to be a good legislative way to prevent this other than with better officer screening and civilian lawsuits brought after the fact.Yes, that is a specific description of a person wanted for a specific crime.
