A racist. It's a racist-check. Someone spews that moronic crap and there is no way anyone agrees with them unless they, too, are a racist. It's like a secret hand shake. If someone responds, "yeah, he did that!" then one knows - 100% - they're a racist.
It's a way for racists to recognize each other. It's a communication tool for them. It's not really different than "he's Kenyan".

The Obama Administration was very proud of this action (carried out by that very nice gentleman who was the first Attorney General in the Obama Administration).
Here in Los Angeles, the (liberal) Board of Education was delighted. "See," it intimated, "your Board is being very successful in improving the behavior of our students. Almost no more suspensions for defiance." (There were ugly rumors that principals were trying to find other ways to suspend troublemakers.)
