No, it isn't. I don't personally drug test unless I have a reason to do so. When I do have a reason, it's because of job performance issues that are already present, not because of what they might do.

Not my concern if they drank alcohol as long as it isn't evident when they show up to work. I. DON'T. CARE. ABOUT. ALCOHOL. If the government isn't prohibiting it, neither am I.
No, your point fails on so many levels it isn't even funny. It's my responsibility to enforce policies at work that make for a productive and safe envirionment. I don't care about recreational habits. I care about work habits. And if recreational habits cause issues at work, then it becomes my business.
You've clearly never been responsible for running anything much larger than an ant farm.
If the position requires driving, do you also test for alcohol use? Why not? They might drive while drunk on the job.

If you think you need to know whether they smoked a joint over a week ago, why wouldn't you need to know that they drank a 12-pack last weekend also??

So what? It's not your job to enforce the laws. You might say you care about a perspective employee's respect for the law, but of course that goes out the window if you don't also check for driving violations (even if the position doesn't require driving). If you care about recreational habits but you don't care about other ways they break the law, you're a hypocrite. The point still stands.
