The intended function openly and directly clashes with the principles of one man one vote which has evolved as American law since it was written in the 1700's. The intended function openly and directly with the sacred concept voiced by Lincoln at Gettysburg that we are a nation that has a government of the people, by the people and for the people. The intended function - to protect us from the chief danger of a foreign government - let alone a foreign adversary - for getting creature of their own in our highest office was ignored and violated.
