Congress passed laws that prevented Trump from lifting Russian sanctions, with a veto proof majority. That's the reason Trump didn't lift the sanction - he couldn't. Trump didn't increase sanctions, Congress did. As a matter of fact, Trump lifted multiple sanctions de facto by refusing enforcement, including ones that were required by law.

The disconnect between rhetoric and action was typical of his administration. With the exception of Iran and (relatedly and to a much lesser extent) Israel, however the foreign policy overlap in the last couple of administrations is actually pretty high.

The disconnect was because Trump was a moronic madman, who often had subordinates that defied him, not because Trump secretly had some other desire. The man was such a buffoon, they had to keep out of high level discussions, because he'd agree to give away the store on the spot.

A lot of Blue Tribe's recent anti-Russia stance appears to coincide with its partisan incentive structure (when Russia came to be seen as pro-Red-Tribe). Prior to that, their stance was anti-anti-Russia, because that was seen as the Red-Tribe position.
