:confused: the exchanges serve to limit competition.

Not if they are administered properly. If we get some sort of administration decree of who can be part of the exchange you are correct. If instead the exchange is set up to more clearly explain the elements of what you can buy and helps with comparison shopping so to speak then it can serve a useful purpose.
 
If it does go that route, I hope we can at least keep the exchanges. Some more competition and better-informed customers couldn't hurt.

They already existed before the government tried to start them.

Why is it now necessary for the government to manage them?

No. They don't.

yes they do. specifically they function the same way that state regulation does, but on a national level; to raise the cost of entry into the market and shift market share to the largest current providers.
