We need to do a better job of raising boys. We need to teach them, for example, that you don't harass and catcall women out in public.

indeed! those innate urges need to be suppressed. If they cant, you're a weakling.

Perhaps something along the lines of making anti-trans bigots see that what they do and say is wrong; ditto the rest of LGBTQ, targeted minorities, and the like?
 
Sounds like a cultural issue, and they better get in front of it before yet another generation ends up with very little respect for one another.
 
Men should leave women alone.

Also: We shouldn't be grouping catcalling in with throwing objects and flashing. None of them are good or acceptable, but they aren't the same thing either.
 
Our society (imo) is in a moral and civil free fall. Woman, children and the elderly always suffer as civility and moral teaching vanishes.

This is not at all surprising the UK is starting to look more and more like a lawless wasteland. And I think it's only a matter of time before it's renamed North Somalia.

UK citizens need to quit keeping calm and carrying on and demand your government do what you want.

Meanwhile police are arresting teenagers for saying someone looks like they're lesbian grandmother.

I suspect it's a cultural and social issue - either they learned incorrect behavior, or they developed it because correct behavior was not taught.

So wear a GoPro and get it on video. If a crime was committed, present it to the police, otherwise post it on social media.

There's no excuse for threats, abuse, and throwing objects at people. But sometimes a person's definition of "harassment" can be a little vague and just plain unfair. See the Gym Bait girls, for example.
