Farmers voluntarily report outbreaks to the FDA and cull their flocks as a preventative measure. Avian flu is highly contagious, and large poultry farms take this measure because they house chickens in very close quarters which makes them susceptible to infection. It appears the "sham" here is your lack of knowledge on the topic. During the period of heavy emigration from Europe in the late 19th century and up to the mid-20th century there were no efforts to make English the official language of the country. The immigrants learned English to survive or they suffered.
I tend to feel making English the official language of America is akin to changing the name of a body of water to the Gulf of America.

Most people are sticking with the name which has existed for all of history. It's too much trouble to try to change it. Every map and chart has it as the original name. All Donald has done has been to "throw things into confusion."
