The electronic catapult is a better design and a lot safer to operate. The problem is they were designed underpowered and are not performing correctly. You can't use the elevator and cat system at the same time reliably and the electronic syatem sometimes doesn't power the cat enough for a safe launch.. I am speaking from first hand knowledge I work at the shipyard it was built at. The Kennedy that is currently being built has had some redesign work to try and fix the problems the Ford has. In order to put a steam system in the next carrier a lot of redesigns need to happen. There is no way to put a steam syatem in the Ford or Kennedy without basically cutting boat apart and rebuilding most of the power plant system from the ground up.
