The military is supposed to not be political. Its fine for a politician to give a speech before the military as long as the speech isn't a political one where they are bashing the other party. It is fine for members of the military to have their own personal beliefs about politics and political candidates - and I think it is safe to say that members of the military tend to lean conservative. What they are not supposed to do is engage in political activities in uniform and/or in the context of their role in the military.
