They came on student visas and after graduation there were all those job fairs and recruitment drives run by people who don't care much about federal paperwork when competing for talent.

Yes, Trump and his billionaire friends have no interest improving working conditions and salaries in those jobs. While under Trump immigration policies becomes more like in the Gulf states were immigrant workers lacks any legal protection and are completely beholden to the employer.
