Looks like the guy got caught up in a bureaucratic paperwork problem. I can't find out what the problem was. With millions of immigrants and thousands of bureaucrats, mistakes will happen.
It was no mistake. ICE was waiting for him. They never used to position themselves at immigration offices. Doing so just prevents people from getting their paperwork done, for fear of being snatched up and taken away.

No one "decided...to screw with everyone in the immigration system." The voters decided they wanted out immigration laws to be enforced. Neither you know I know why a decision was made to detain this man, although it certainly seems to have been unnecessary, and overkill. If what was done turns out to have been illegal, I certainly hope that he's able to get a sizeable settlement from the government.
But whether I wold have been screaming about it if it happened to me, we have to expect that the government - run by either party - is going to screw up from time to time when dealing with very large numbers of people. The best we can hope for is that the victim of their screw-ups isn't permanently injured and gets compensated for his trouble.
