I've crossed the border myself. It used to go much faster. They can make it go even slower than it already is on the return trip. It does require paperwork. Overstaying your time is possible but there's plenty of low hanging fruit to get here before worrying about the harder stuff. As I said right now we can't even get an immigration hold on a rapist sitting in a city jail for drunk driving.
