About 718 people pleaded guilty to crime they committed when called to Washington DC by Don Trump. Many more were found guilty at trial with only two accused were found not guilty. 213 have pleaded guilty to felony charges and many more were found guilty of felonies associated with what they did following Trump’s instructions. 505 have pleaded guilty to misdemeanors. So far 21 of those convicted have faced fines of $390,000. Another 100 riot defendants got fines of $240,000. Those convicted also face a fine of more than $524,000 in restitution for damages at the capitol. George Nader- Trump’s foreign policy advisor pleads guilty to pedophile crimes – 10 yrs in prison.

Elliott Broidy – Finance chairman approved by Trump, pleaded guilty for working for China. Pardoned by Trump. Broidy paid $1.6 million in hush money.

Peter Navarro – Ex Trump aid. Serving prison sentence for contempt of congress. $9,500 fine.

Michael Cohen- Trump lawyer and V.P. of Trump Organization. Co-President of Trump Entertainment and board member of the Eric Trump foundation. Deputy finance chairman of the Republican National Committee. Found guilty of 8 counts of campaign finance violations, tax fraud and bank fraud. Served 14 months in prison. In testimony Cohen said he violated campaign finance laws at Trump’s direction to influence the 2016 election by paying off a porn star to keep the public from finding out.

Paul Manafort – Trump campaign consultant who lobbied for Trump with Russian agents. Was convicted. Found guilty on 8 charges of tax and bank fraud. Pled guilty to 10 other charges. Republicans in congress found him guilty of being a conduit between Russian intelligence services and the Trump campaign. Trump pardoned him. His legal fees of $125,000 were paid by a pro-Trump political group to Manafort’s lawyer.

Michael Flynn – National Security Advisor to Trump. Twice pleaded guilty to lying to the FBI about his ongoing conversations with Russian intelligence Services. Trump pardoned him and Flynn became central to spreading vaccination lies, election lies and supported Jan 6th. While working for Turkey and for Trump, Flynn was paid $500,000 by Turkey for lobbying for them to Trump.

Roger Stone – Political consultant to Trump. Orchestrated hundreds of fake Facebook accounts to hide Trump’s campaign to influence the election via social media. He was later found guilty on all 7 felony counts for witness tampering and making false statements to the FBI. He was sentenced to 40 months in prison, but Trump pardoned him. In 2021 Stone was sued by the DOJ for $2 million plus interest in the 2019 tax evasion case. On the day he was to report to prison, Trump commuted his sentence.

Rick Gates – Pleaded guilty to a conspiracy against the United States for lying about his communications with the Russians during the 2016 Presidential campaign. Served 45 day imprisonment and $20,000 fine plus and estimated $150,000 in legal fees.

Allen Weisselberg - Trump’s corporate 76 yr. old CFO. He was hired by Trump’s father and worked with Donald from the start. He was found guilty of 17 counts of Tax fraud for an arrangement approved by Trump. Went to prison. Later testified in Trump’s business fraud trial and subsequently pleaded guilty to perjury in an effort to protect Trump. Trump then cancelled Allen’s $2 million retirement package in thanks for Trump not being found guilty.

Rudi Guiliani – Trump’s personal White House lawyer. Came up with the scheme for Trump to declare victory at midnight of election day and demand that all ballot counting be “stopped.” Later invented a narrative an altered video claiming to show fraud in Atlanta ballot counting center. Rudi was convicted of defamation for the lies he told. It cost him $148 million.

John Eastman – who hatched the idea that VP Pence, on his own, could determine who would be President. Is being disbarred from the practice of law and is indicted in Georgia for felony RICO.

Don Trump – Found guilty of fraud for Trump University. Refunded $25 million he grifted. Was adjudicated to have committed sexual abuse on E.J. Carroll and defamation twice. Cost him $90 million. Was found guilty of persistent business fraud in NY at the cost of a minimum of $175 million. Goes on trial in NY this month on 31 felony charges.

To the OP, I recognize this guy doesn't quite fall within your parameters, but did Ryan Zinke, former Interior Secretary, ever have to pay a fine or was he pardoned? Etc. He was very Teapot Dome-like, which is why I ask.
